Next steps for spam response

We've been caught off guard twice by a Fediverse-intense spam attack. At least two next actions seem advisable here:

  1. Work with the CWG to make it easier for them to respond to mass reports, e.g. by providing bulk resolution for open cases. Sam White also developed a script he's using to help with the load and we could 'productionize' that as needed.
  2. Review either mailgun limits or notification policies so that we don't blow through our email limits every time we get a lot of reports.
