Define bill payment process

I've brought this up in the Organizing Circle: it could be good if the FWG helped working groups keep track of which critical bills must be paid, and ideal if we had access to some sort of coop credit card to use in autobilling.

In the meantime, we probably want to agree on who pays when or in which order, so as not to have a SPOF :)
