Port Tech Working Group wiki content and archive this repository

The new MediaWiki instance is live in production and is now ready to have the tech-working-group pages (the ones that are still relevant) moved over from the general repo to MediaWiki. The other working groups have had their ported already. Once the content has been moved this repository can be archived.
